From securing transportation and housing to navigating job searches and employment applications, our COSA SD Navigators provide hands-on, day-to-day support—walking alongside individuals every step of the way.
Marginalized communities—often seen as “outsiders”—frequently create their own unique cultures. COSA SD as a close-knit community grounded in shared values and the belief in equality, continues to grow by forming inclusive circles around common interests and identities. These include veterans, book lovers, alumni, mechanics, family, seniors, and more—each circle fostering a sense of belonging and purpose.
Restorative justice circles have a long history rooted in movements promoting human rights, including anti-slavery, women’s suffrage, and Quaker-led peace and nonviolence efforts. In that spirit, COSA also advocates for the restoration of constitutional civil rights for registrants and their families through education and lobbying.
Organizational Structure
COSA SD is a member-focused organization whose primary purpose is to serve the needs and interests of its members through restorative justice circles and case management. It is organized as a mutual benefit corporation, established to promote the common good of its members by advancing their social and economic well-being. Membership is open to any individual who needs assistance reintegrating into the local community as a 290 registrant and supports the mission and goals of the organization.

COSA SD’s internal structure is built around restorative justice circles, each led by a trained lived experience facilitator. These circles offer support and accountability during the first year of reintegration and evolve into hubs of social interaction as the community grows. They form around shared interests and identities—such as veterans, book lovers, alumni, mechanics, families, seniors, and more—each circle fostering inclusion, belonging, and a renewed sense of purpose.
Board Oversight
The affairs of the organization are overseen by a three-member Board of Directors, consisting of:
Each member is entitled to one vote on issues brought before the membership. Annual meetings are held once per year, and meeting agendas and minutes are posted on the organization’s website for member access.
COSA San Diego is a community-based, volunteer-staffed organization, which is funded partially by donations and partially by subcontracted Medi-CAL services which link participants who have complex needs to enhanced medical case management support and housing navigation services. (COSA is subcontracted with Molina Healthcare through Kindful Restoration). Funds are used primarily to support participants’ direct service needs. COSA has selected Givebutter as its web-based fundraising platform. Givebutter supports COSA San Diego in designing campaigns, raising funds, engaging supporters, and tracking progress. The platform is full-service, user-friendly, well-supported, and charges low fees (1–3%).
Donors can deduct contributions under IRC Section 170. Qualified contributions include: tax-deductible bequests, devises, transfers, or gifts under Section 2055, 2106, or 2522. COSA San Diego is classified as a public charity under IRC Section 170(b)(1)(A)(vi).
